Our client, a respected civil engineering contractor, is seeking a Project Manager to deliver a flagship £10 million flood defence scheme across the beaches of Paignton and Preston in Torbay. This project is vital for safeguarding more than 350 properties, the town centre, and two much-loved seafronts, while enhancing public spaces and celebrating the natural character of the area.
Originally envisioned as a traditional sea wall, the scheme has evolved into a tiered coastal defence system enriched by community-led placemaking. It balances essential infrastructure with environmental and public realm enhancements — protecting against sea level rise while creating inviting, resilient spaces for residents and visitors.
As Project Manager, you’ll play a pivotal role in delivering this complex scheme to the highest standards of safety, quality, and environmental stewardship.
As a Project Manager you will be responsible for:
* Resource Allocation & Team Management – Directly manage Sub Agents and General Foreman and oversee wider site staff to ensure optimal resource use.
* Programme & Budget Reporting – Track progress, manage timelines, and report on financial performance to senior leadership.
* Health & Safety – Enforce safe systems of work and ensure compliance with all health and safety policies.
* Quality & Environment – Uphold strict Quality Assurance and Environmental Management protocols across the site.
* Stakeholder Communication – Maintain clear, proactive communication with internal and external stakeholders.
* Project Delivery – Ensure all works are delivered on time, on budget, and to specification, with a strong focus on community and environmental outcomes.
Essential Requirements:
* Degree in Civil Engineering or Construction Management.
* Proven experience in a similar Project Management role within the civil engineering sector.
* Demonstrable career progression from Site Agent with strong technical foundations.
* Site qualifications including CSCS, SMSTS (5-day), and First Aid at Work (4-day).
Desirable Skills & Qualifications:
* Chartered or working towards Chartership (e.g., ICE).
* Training in relevant areas such as Form of Contracts, Falsework/Formwork, Concrete Technology, or H&S Management.
* Experience managing multi-disciplinary teams on complex infrastructure projects, particularly in coastal or flood defence environments.
Salary and benefits include:
* £70,000 - £79,000 per annum
* Car allowance
* Enhanced annual leave
* Contributory pension scheme
