I am working with a brilliant Housing Provider based in South London looking to recruit an experienced Home-ownership Officer ( Leasehold Officer ) to join their established team.
As the Leasehold Officer, you will be managing leasehold agreements, ensure adherence to housing legislation and carrying out section 20 consultations.
The Leasehold Officer will have a number of key duties as listed below.
You will:
* Be responsible for dealing with day-to-day enquiries relating to leasehold and shared ownership management.
* Be responsible for the verification and checking of our annual service charges both estimated and Actual for our homeowners including sinking funds.
* To manage the Right to Acquire process for our residents including making sure that documents and processes are up to date and steps in the process are completed within the statutory timescales
* Undertake formal and informal s.20 major work consultation from feasibility stage to the conclusion of the works; To work closely and assist Assets and other departments to identify the need for formal consultation under s.20 in respect of qualifying works, protecting the provider from any potential financial loss or legal challenges by making an informed decision based on risk and consultation triggers. Then to prepare and issue the relevant statutory notices ensuring they are in strict compliance and follow best practice, minimising the risk of recovering due sums and the reputational risk of non-compliance.
* To collate and monitor all observations received and liaise with the instructing colleague to ensure that these observations are answered in accordance with statutory deadlines and that CRM are updated accordingly.
* To attend and arrange contractor meetings with leaseholders, individually or collectively, outside of the statutory consultation to discuss any specific queries or concerns about the project.
* To ensure that s.20B notices (Landlord & Tenant Act 1985) are issued within 18 months of incurring the cost to comply with the statutory time limit.

The successful candidate will have/be:

* Degree-educated or equivalent
* Association of Residential Managing Agents/Chartered Institute of Housing
* Substantive experience of working in a front-line leasehold management services
* Thorough knowledge of legislation and best practice relating to leasehold management
* Experience of undertaking Section 20 consultation with leaseholders
* Experience of verifying and calculating service charges
* Experience of managing mixed tenure and Section 106schemes
* Self-motivated, performance driven with initiative to resolve complex disputes and complaints and to make decisions
* Experience of working to tight deadlines, under pressure and delivering high quality customer focused service with attention to detail and accuracy
* Excellent numeracy skills and be able to scrutinize complex accounts and budget information
* Proactively takes action to meet customers’ needs
* Has a can do attitude and commitment to improving service delivery
* Deals effectively with managing challenging and complex situations
This is a permanent role and is offering a salary of £40,000 per annum. This may be negotiable for exceptional candidates who can demonstrate their abilities which would reflect a higher salary
