Role Purpose:
We are seeking a skilled and motivated Business Development Manager to lead the creation of high-quality, winning public sector bid submissions. Working as part of a central business development team, you will play a key role in developing competitive proposals that support service delivery in areas such as business support, skills, and employability. This is a hands-on, home-based role with occasional travel to Manchester, ideal for a self-starter with excellent writing and project management skills.
Duties:
Manage and lead the production of winning bids and proposals across public sector markets.
Lead storyboarding, drafting, editing, and submitting EOIs, SQs, ITTs, and final tenders.
Work closely with stakeholders across departments, including solution design, finance, and delivery teams.
Provide constructive feedback to colleagues and continuously improve proposal content.
Coordinate bid production through all stages, ensuring alignment with bid governance processes.
Support business development activities, including customer engagement, supplier meetings, and dialogue phases.
Maintain a library of high-quality written content, including method statements and best practice responses.
Monitor upcoming tender opportunities and keep informed on relevant market intelligence.Required Skills:
Demonstrable experience leading and managing large-scale, winning public sector bids.
Strong bid writing, editing, and communication skills with high attention to detail.
Proven ability to work under pressure, manage competing priorities, and meet tight deadlines.
Knowledge of public commissioning and procurement processes.
Confident using online collaboration tools and Microsoft Office.
Experience working within sectors such as business support, employment, or skills is desirable.
Strong relationship-building and stakeholder engagement skills.
Comfortable working remotely and independently, while being part of a wider collaborative team.
