Job Purpose
As a key member of the Chiltern Procurement Team your objectives are to build close working relationships with the procurement team and internal stakeholders driving performance across procurement ensuring there is consistency of process and output across the function.
Ensuring both procurement and the business understand and sign off on compliant recording of evidence for procurement projects and effective risk mitigation and management along with accurate reporting of savings and procurement KPI’s.
Management of the Procurement systems and data to ensure compliance with both legal obligations and internal governance (Billmog, risk management etc.).
Key Accountabilities
* Be an effective user of Purchase-To-Pay systems and how this process should be used by Requisitioners, Approvers, Suppliers and Accounts Payable
* Management of existing procurement systems and responsible for continuous improvement and implementation of new systems and tools
* Governance of internal and external audit process to include Billmog, risk register etc.
* Drive the correct execution of the Chiltern procurement e2e process by supporting Procurement Team members
* Overall governance of the Supplier Relationship Management (SRM) programme
* Responsible and accountable for compliance to procurement policy and process within the function and drives improvement across the business
* Utilise the appropriate risk management tools for robust risk analysis, revising as necessary to reflect changing elements of risk and potential Business exposure
* Strong financial acumen with the ability to interpret P&L statements and business accounts in order to work with Finance and Operational stakeholders to realise expected benefits
* Ability to work with incomplete and ambiguous data sets in order to set direction. Capable of identifying critical information from a large data mass, and draw connections between multiple sources of data
* Ability to build a full business case including assessment of business ROI to establish the business value-add linked to spend/ activity
* Interacts at a senior level with internal customers handling issues, escalations, and disputes
* Works with procurement team to influence category strategy and category coverage across the function
* Ability to articulate/ influence strategy through reporting & MI, using straightforward and structured arguments to gain buy-in from others.
* Understand the principles of the Social Value Act: consider how commissioned and procured services improve economic, social and environmental well-being
* Expert in compliance and fully fluent in legal requirements and minimum standards. Owner of the procurement code of conduct, standard, policy & other governance documents
* Structured approach to full project management including overall plan with activities and milestones, actions, risk, stakeholders identified, and governance defined
