RM Recruit is working in partnership with our Not for Profit client who are on the lookout for a Procurement Manager on a permanent basis.

Reporting directly to the Executive Director, this role is responsible for overseeing the management and implementation of the Procurement Strategy and Policy, ensuring procurement activities and contract compliance are effectively managed across the organisation.

Main duties include:

*

Ensuring full implementation and compliance of the Procurement Strategy, Policy, and Procedures in line with UK Procurement Regulations and relevant legal requirements.

*

Collaborate with departmental budget holders to develop annual procurement plans, advising on market engagement strategies and procurement routes.

*

Maintain and update the Group’s annual procurement plan, providing progress reports to the Executive Team and Audit and Assurance Committee as required.

*

Provide guidance and support on procurement best practices, including risk identification and management related to sourcing strategies; conduct spend, price, cost, and supply chain analyses.

*

Monitor service-level procurement compliance, identify areas for improvement, and assist with remedial actions as necessary.

*

Maintain and oversee the contracts register, ensuring budget holders are informed of contractual timelines.

*

Partner with Finance to manage supplier approval processes and maintain an approved supplier list.

*

Ensure timely decision-making by budget holders regarding contract extensions, close-outs, and new procurements.

*

Liaise with budget holders to monitor contract status, identify necessary contract amendments, and manage spend variations or dormant contracts.

*

Lead procurement of high-value and strategic contracts for goods, works, and services, including preparing tender documentation and recommending key performance indicators (KPIs).

*

Conduct spend analysis to identify and report savings opportunities, fostering collaboration to leverage consolidated group spend for maximum value.

*

Lead cross-functional teams through procurement and evaluation processes to secure best value and service quality.

*

Develop and implement procurement management processes aimed at efficiency and value.

*

Advise and support budget holders in managing supplier performance against contract terms and KPIs; attend supplier meetings when necessary.

*

Address supply chain risks proactively and support budget holders in risk mitigation through contractual and relational strategies.

*

Identify and pursue continual improvement opportunities to enhance service quality and value for money.

*

Provide procurement advice and training guidance to internal stakeholders, identifying skill development needs.

Key Performance Indicators:

*

Deliver measurable cost savings and quality/service improvements through effective procurement and tendering processes.

*

Achieve service-specific targets as set by the Executive Team and Audit and Assurance Committee.

*

Implement solutions that drive efficiency, quality improvements, and cost savings organisation-wide.

*

Maintain budget expenditure within agreed tolerances via effective contractor management.

*

Provide regular reports on value for money, contract compliance, supplier management, and procurement activities to senior leadership.

*

Ensure timely procurement ahead of contract expiry, with full compliance to PCR 2015 and Financial Regulations.

*

Manage and maintain the Group Contract Register with regular compliance and performance updates.

As the ideal candidate, you will possess excellent experience managing procurement processes and engaging senior stakeholders in the public or regulated sectors. You will have a proven track record with framework agreements and commercial negotiation at senior levels. Strong knowledge and background in procurement, purchasing, or supply chain environments will hold you in good stead especially gained in the Not For Profit sector / Housing. The role benefits from some office presence required three times per week plus many more benefits.
