Procurement Programme Manager – Strategic Portfolio Delivery
Location: Hybrid / East Midlands-based HQ (flexible working available)
Contract: Permanent
Salary: £48,200 - £58,911 + Civil Service benefits (28.97% pension, 27.5 days leave, and more)

With a growing portfolio of procurement activity, they are enhancing their internal programme delivery function to ensure projects are governed, aligned, and delivering value — and this role is central to that transformation.

The Role
As Procurement Programme Manager, you’ll lead the planning and coordination of a diverse portfolio of procurement initiatives. You'll work across the business — partnering with project managers, commercial specialists, and senior leaders — to make sure programmes are prioritised, governed, and aligned to strategic goals.
This role combines strategy, assurance, stakeholder engagement, and portfolio planning. It's ideal for someone with strong programme delivery experience looking to make an impact at scale — without people management.

Key Responsibilities

Manage the portfolio of procurement initiatives: planning, prioritisation, resource allocation, and delivery assurance
Act as the central point of contact for procurement programmes, advising senior leaders and reporting on progress, risk, and outcomes
Support the development of Business Cases, with a focus on options appraisal, value for money, and risk mitigation
Lead on portfolio governance and reporting, including updates to Programme Boards and Executives
Work closely with delivery teams to ensure consistency, compliance, and integration with wider business objectives
Promote best practice, lead lessons learned processes, and support change management across the organisation What You’ll Bring

Experience in programme or portfolio management, particularly within procurement, commercial or strategic delivery environments
A recognised qualification or equivalent experience in P3O, MoP, or PRINCE2/MSP
Proven ability to engage and influence stakeholders across all levels of an organisation
Strong planning, budgeting, and risk management skills
Confidence working in complex, multi-project environments
