Interim Head of Leaseholders – East London – £500 a day (umbrella)
A London Local Authority is seeking an experienced and strategic Interim Head of Leaseholders to lead and transform leaseholder services across the borough. This is a pivotal role driving operational excellence, improving transparency, and ensuring full compliance with statutory obligations — particularly around service charges, major works, and resident engagement.
Key Responsibilities:

Lead the end-to-end leaseholder service, including billing, consultation, dispute resolution, and communications.

Oversee Section 20 processes for major works, ensuring legal compliance and effective stakeholder management.
*
Create and embed a single, cohesive leasehold team across the borough.
*
Develop and implement policies, procedures, and performance frameworks to drive quality and accountability.
*
Collaborate with finance, legal, asset management, and housing teams to deliver joined-up services.
*
Act as the strategic lead for leaseholder engagement, ensuring clear, empathetic, and timely communication.
*
Manage complex cases, complaints, and tribunal matters with professionalism and attention to detail.
Experience Required:

Proven track record managing leaseholder services within a local authority or housing association.
*
In-depth knowledge of leasehold legislation, service charge frameworks, and Section 20 consultation.
*
Strong leadership and stakeholder management skills.
*
Excellent written and verbal communication, with the ability to simplify complex issues for residents and partners.

Demonstrated experience in policy development, performance management, and service transformation
