Accessibility & Integrated Transport Manager

Job Purpose
This is a key coordination and strategic planning role which will work with many internal and external stakeholders to ensure that the principles of inclusion, accessibility and equality are properly recognised and built into Chiltern Railways’ National Rail Contract delivery.
You will develop and deliver the company’s accessibility strategy and champion accessibility & inclusion of all customers across the business, including advising on Equality Act 2010 matters.
You will be responsible for sharing best practice within the company in order to improve travel for our customers. This will also require developing relationships with other transport operators and rail industry groups, as well as our customer groups.
You will also be responsible for the fulfilment of certain Business Plan Commitments for the Department for Transport, as well as other regulatory requirements regarding accessibility and inclusion.
You will develop best practice within the company and work with key stakeholders with regards to integration with other transport modes to improve door-to-door journey solutions for our customers.
Key Accountabilities
The post holder’s key accountabilities are:
* To design, deliver and continually review Chiltern Railways’ accessibility and integrated transport strategies in conjunction with key stakeholders
* To lead and coordinate the development and approval process of the Accessible Travel Policy, including updating documents and related policies and processes
* To deliver all of the relevant Business Plan Commitments within the National Rail Contract on schedule and on budget (for example the accessibility training programme for staff)
* To fulfil other Department for Transport and regulatory requirements relating to accessibility and inclusion, including data collection, analysis and periodic reporting
* To develop knowledge of legislation and best practice related to inclusion, equality and accessibility, and to effectively communicate throughout the business any required changes to responsibility, policy and procedures
* To review and improve, wherever practical, the accessibility of our services and transport integration at stations as well as information provision across the Chiltern Railways network
* To develop and deliver a roadmap of initiatives to meet integrated transport and accessibility objectives - including supporting the identification, preparation and submission of project documentation and business cases
* To develop close working relationships with functional managers and directors within Chiltern Railways to ensure that policy, procedures and best practices pertaining to accessibility are disseminated and upheld including in the design, development and delivery of new projects.
* To represent Chiltern Railways and engage effectively with national forums to build best practice expertise – for example Rail Delivery Group’s Accessibility team and other relevant cross-industry accessibility working groups
* To lead and develop the Chiltern Railways Accessibility Group (passenger panel) on accessibility and inclusion themes
* To implement robust processes to ensure that industry tools provide accurate information to customers about the Chiltern Railways service
* To develop close relationships with other Arriva owned Train Operating Companies (TOCs) plus TOCs with whom we share station access to ensure best practice relating to accessibility
* To ensure that investigations into complaints and incidents of unsuccessful passenger assists are completed in a timely manner and lessons learned are implemented
* To ensure effective promotion and marketing of the business’ accessibility initiatives
* To develop partnerships with Integrated Transport Authorities, local authorities, transport operators, the development and community sectors and other partners to improve the end-to-end journey experience for all customers.
Personal Specification:
Experience, knowledge and qualifications required:
* Strong stakeholder management & influencing skills
* Proven record of accomplishment and experience in the fields of accessibility and inclusion
* Specific knowledge and experience of access and inclusion projects
* Strong relationship building and networking skills, including the ability to communicate confidently and authoritatively to a wide-ranging audience within the business and outside
* Experience in dealing with government bodies and cross industry specialist forums
* Project management experience including but not limited to management of contractors & budgets, experience of negotiation, communication, consultation, time management, project delivery and evaluation
* Demonstrable experience in securing buy in to initiatives including building business cases for funding and resources
* Demonstrated ability to prioritise work within tight deadlines
* Demonstrated capacity to deal with ambiguity and address complex problems within a changing work environment
* Capable of producing reports to Board level standard
* Ability to promote and market accessibility initiatives
