Are you a detail-driven submissions specialist who thrives in a fast-paced pre-construction environment? Our client — a leading Tier 1 civils contractor — is looking for a Submissions Manager to join their expanding pre-construction team. You’ll be instrumental in crafting high-impact PQQ and tender responses that help secure some of the UK’s most exciting infrastructure schemes.
The Role

Collaborate closely with estimators, planners, and engineers to produce compelling tender submissions.
*
Own the submissions process — from dissecting PQQ requirements to coordinating final delivery.
*
Write, edit, and refine quality content that meets technical criteria and speaks the client’s language.
*
Liaise with internal and external stakeholders (delivery teams, consultants, marketing) to develop win themes and project methodologies.
*
Maintain and evolve the submissions library — case studies, CVs, project data, etc.
*
Support interview prep and presentations when shortlisted.
Must-Have:
*
5+ years of experience writing PQQs and quality tenders in construction or civil engineering.
*
First-rate written communication skills and high attention to detail.
*
Proficiency with Microsoft Office and bid software tools.
*
Strong organisational skills — can manage multiple bids under pressure.
Nice-to-Have:
*
Degree or professional qualification in a construction or engineering discipline.
*
Prior experience with a principal contractor or bid consultancy.
