Interim Property Licensing Team Leader - Local Authority

I am working with a local authority looking to bring on board an experienced Interim Property Licensing Team Leader.
This is a fantastic opportunity to lead a high-performing team delivering key regulatory services across the private rented sector. You'll play a pivotal role in ensuring compliance, improving housing conditions, and shaping the delivery of licensing schemes including HMOs, additional, and selective licensing.
Key Responsibilities
Lead and manage the council's Property Licensing Team, overseeing day-to-day operations.
Drive delivery of HMO, additional, and selective licensing schemes in line with statutory requirements.
Allocate workloads, manage performance, and ensure KPIs and service targets are met.
Oversee property inspections, application processing, and enforcement action.
Provide expert advice to internal teams, elected members, and external stakeholders.
Support policy development and service improvement initiatives.
Liaise with landlords, tenants, and legal services to resolve complex compliance cases.
About You
We're looking for a confident leader with strong technical knowledge and operational experience in housing enforcement or licensing within a local authority setting.
You'll have:
Proven experience in private sector housing regulation, ideally with a focus on property licensing.
In-depth knowledge of relevant housing legislation - particularly the Housing Act 2004 and HHSRS.
Experience managing or supervising staff within a regulatory or enforcement team.
Strong organisational and communication skills.
The ability to make sound decisions in high-pressure environments.
Desirable:
HHSRS certification or EHORB registration
Experience with housing software
