Whilst RHA Recruitment continues to work with organisations delivering the kind of infrastructure that shapes communities for decades, we’re supporting several major programmes that need experienced Cost Engineers (Birmingham and Manchester) who can bring clarity, rigour and confidence to complex, multi‑stakeholder environments.
If you’re someone who understands the numbers and the narrative behind them — someone who can challenge, influence, and support delivery teams — this is a role where you’ll make a genuine impact.
You’ll sit at the heart of project controls, working closely with commercial, planning, engineering and delivery teams to ensure the project remains financially predictable and well‑governed. These programmes are high‑profile, multi‑partner and technically demanding, the kind of environment where strong Cost Engineers thrive.
Your ability to communicate clearly, build trust, and present cost intelligence in a way that drives decisions will be just as important as your technical skillset.]
Duties will include, but not be limited to:-
*
Managing cost reporting, forecasting and budget control across major work packages.
*
Supporting the development of robust cost models and estimates.
*
Working closely with planners to align cost and schedule performance.
*
Leading monthly cost reviews and presenting insights to senior stakeholders.
*
Ensuring change is properly assessed, documented, and reflected in project budgets.
*
Supporting commercial teams with compensation events, variations, and claims.
*
Identifying cost risks, opportunities, and trends early.
*
Providing clear, concise cost intelligence that supports strategic decision‑making.
What can you offer:-
*
Strong experience as a Cost Engineer, Cost Manager or Project Controls professional within infrastructure, rail, utilities, highways, energy, or major capital projects.
*
A confident communicator who can build relationships and influence across multiple stakeholders.
*
Solid understanding of cost management principles, earned value, forecasting, and change control.
*
Experience with cost tools and systems (e.g., Prism, SAP, CEMAR, Excel, Power BI).
*
A proactive, analytical mindset with the ability to turn data into meaningful insight.
*
A collaborative approach — someone who works with teams, not just reports on them.
Major infrastructure projects succeed when cost intelligence is trusted, timely and transparent. You’ll be the person who helps leadership understand where the project stands, where it’s heading, and what needs to happen next.
Your work will directly influence delivery confidence and long‑term programme success.
