Job Title: Head of Digital
Location: Colchester (2 days per month)
Salary: Up to £80,000 DOE
We are looking for a Head of Digital for a client of ours in Colchester, Essex.
Reports to: Strategic Leadership Board (via Strategic Director)
Line Management responsibility for: All staff in Digital Services
Contact with: Officers of all levels, Councillors, external organisations
Budget responsibilities: £450,001 to £4.5million
Purpose of job: To lead the development of the digital strategy and lead the digital service to deliver the strategy in the most economic, efficient, effective, and customer-focused manner in line with the strategic objectives, goals and values.
Duties:
To be the Head of the ICT profession and lead, direct, manage and review the ICT Team including the recruitment, development and retention of high-performing staff to ensure the delivery of resilient, high quality, customer-focused services in a cost effective, safe and efficient manner in line with Council/CBH policies and legislation
Be accountable to the Council's Senior Leadership Board and to Colchester Borough Homes' Directors Management Team and Board for leading the development and delivery of clear over-arching ICT, telephony, digital and online strategies in consultation with the Senior Leadership Team, Managers and partners.
Ensure robust ICT security to prevent data breaches and ensure the continued security of software, data and infrastructure.
Transform how we work internally using technology to drive the right outcomes for our residents, communities and businesses and lead all digital aspects of the Council's transformation programme.
Ensure all other aspects of the transformation programme are enabled by the Digital Devices.
Lead and manage the Digital Service to deliver agreed levels of customer performance
Manage the team's Human Resources in terms of performance, development, attendance and health and safety.
Manage the financial and physical resources of the services within agreed budget levels
To build elected member and CBH board member confidence in the Council's/CBH's abilities to meet the needs of internal users and communities through effective relationships.
Be responsible for the collection, maintenance and integrity of personal data ensuring confidentiality is maintained and data is processed in an accountable manner. Comply with our data protection policies and procedures to ensure we meet our legal responsibilities under data protection legislation. Ensure a wide understanding of this legislation in the Digital Service and that it meets compliance requirements.
Person specification:
Degree level or equivalent qualification/experience
Evidence of recent relevant ICT professional qualification and continuous professional development.
Leadership or Management qualification and/or significant senior management experience
Project management qualification or relevant experience
